Today, RIPEC released a Policy Brief that considers whether adopting a state-based individual shared responsibility payment (SRP, or individual health insurance mandate penalty) is a sensible policy choice for Rhode Island. Based on a review of the theoretical arguments and empirical literature, RIPEC believes that adopting a state-based individual SRP, and dedicating those revenues to support a reinsurance program, is a reasonable policy choice for Rhode Island that will contribute to the stability of the individual health insurance market.
